Elance is great. I found quite a few of the contractors I used to develop and design http://www.adsymetrix.com on Elance. Craigslist is a great place to post and it is free.

use pay per click advertising from google and yahoo. you may also use other search engines like miva.

it doesn't matter the brand of the lap top u purchase what matters is the graphic card.make sure it has a good graphic card and plenty of memory.
